MAYORS WANTED!!!

Ok, because the victory tours are gonna be dificult and because each district needs to be run, we figured it'd be best to have mayors.
So any who wish to be, make yourself a mayor! only difference is that you will need a lot more detail in each section as the mayors are much more in depth characters that need as much information as can exist. currently, i think we dont have any district mayors but we need some!
so all that would be required( and this isnt necessarily true) would be perhaps stuff to do with the reaping posting and victory tours. however, myself and fox have been discussing and this may change soon.
