District Nine District Nine has a lot of grain factories, considering their main industry is grain work. But unlike District Eight, they have giant fields completely covered with different grain plants ready to be harvested half the year. But because they can't work all year long, these people are some of the poorest and most malnutritioned that you will ever meet. The children have even been permitted to hunt game within a certain area, it doesn't make much but it get them through. They tend to be sickly and thin and don't last very long inside the Arena. District Ten - 1 ViewingDistrict Ten's primary industry is livestock. Pigs, bulls, cows, and all of those types of animals tend to roam around these lands. Most of the District itself is complete farmland and is overrun with the animals and plants that are needed to survive. But don't get yourself wrong, just because these people have a load of livestock doesn't mean they eat any better than a lower District. Although they do tend to have an extra meal every here and there, they are considered a middle class District. This is due to the fact that most of their beef has to be sent to the Capitol. District Eleven The poorest District, aside from District Twelve, is also one of the biggest. The people here are very underfed, and anyone caught eating extra is to be whipped in public, and tend to just lie down and die. The main industry of the District is agriculture; but all of their crops go straight to the Capitol and they remain underfed. The people are kept under strict warrant and are mistreated by the Peacekeepers. Tributes from this District tend to not survive long in the Games. Sub-board: The Justice Center |

District Twelve This District is the poorest of all of the Districts in Panem. Life here is the hardest you could possibly go through and it's said that people will constantly be found dead right on the side of the road. People are hungry and not fed properly, due to the lack of money here. You will rarely find a real nutritioned person here. The primary industry for District Twelve is coal mining, much like District Two's mining. But unlike District Two, there isn't much coal left here to actually mine. Hence, they can't send very much to the Capitol and most people aren't paid right. Tributes don't last long at all during the Games, due to their hunger and their low level of skill.
